The Senate Bill 109 would offer public and charter schools that choose the National School Breakfast and Lunch programs, a budget-friendly breakfast and lunch. Students with low incomes can receive reduced or free meals as part of the program, and every qualified meal receives a reimbursement of the federal government. According to Blessing, academic performance in Ohio is strongly connected to poverty, with districts in poorer areas doing worse.
