Harrisburg, Pa. (AP) -Pennsylvanians 21 or older may legally acquire and operate marijuana as part of a law that said the State House on Wednesday, the first time that a leisure -Cannabis proposal was approved by a legislative chamber.
The Democrats unanimously voted to promote the multifaceted law to the Senate due to the uniform opposition of the Republicans, as well as the legislature, which topics will be part of the budget season deal that occurs in Harrisburg every year.
The proposal was advertised by the main sponsor, the democratic MP Rick Krajewski from Philadelphia, as a “balanced, responsible and robust framework”, which creates jobs, ensure a protected product and maintain affordable prices for consumers. He noticed that there were around 12,000 elementary ownerships in the state last year.
The Republicans said concerns that legalization increases the operate of marijuana, cause health problems and cause security problems in jobs. Some pointed out that marijuana is still illegal according to the federal law.
“The myth that this only makes cannabis available is to refuse reason and logic,” said Republican of Rep. Marc Anderson. He predicted that “children are illegally weeds and it will be more dangerous.”
The draft law seems to recognize changes when the senators choose to react to it. Senator Dan Laughlin of Erie County, a leading Republican on this topic, said after coordination on social media that “there is no way in the Senate for a state business for adults for adults”.
The democratic governor Josh Shapiro proposed to legalize marijuana in his household and to count on more than 500 million US dollars in revenue in the first year, especially through license fees. He is looking for up-to-date cash sources to pay Medicaid calculations to fight the public transit agencies and facilitate the poorest public schools.
The proposal would point out that sales are managed by the state spirits business system, but they would not occur in the spirits transactions themselves, but in other retail stores. The Pennsylvania Liquor Control Board would determine the prices and regulate how cannabis produces, tested, transported and sold.
Some of the up-to-date tax revenue would facilitate historically disadvantaged communities, with other parts to combat drug abuse, to promote the business development of minorities and to pay for the extinction of marijuana-related convictions.
Rep. Tim Bonner, a Republican of Mercer County, argued that the trigger mechanism would not properly impair state courts, but said democratic supporters that they were confident that the determination of legal control would withstand.
Under the law, drivers who are not affected, but have traces of marijuana in their blood, would not be subject to the charges between the documents. The residents of the state residents are allowed to grow a tiny number of plants if they receive a housing permit.
There are 24 countries that are currently enabling marijuana for free time, and 14 others who only allow it for medical purposes. In 2016, Pennsylvania legalized medical marijuana for patients with certain qualified diseases and the approval of a doctor.
The democratic state Senator Sharif Street from Philadelphia, who supports legalization, told the house law the majority in the Senate. A few legal templates led during the last legislative period called for a completely different public sales method that included the licensed licensed retail transactions.
Chris Goldstein, the regional organizer Pennsylvania for the national organization for the reform of the marijuana laws, said opponent, marijuana sales in the hands of the Spirituosen -Store system, consider the house account calculation as a central approach that would not do much to promote tiny business.
“This is so far away from everything we see in other countries, it is simply not something that consumers are familiar with,” said Goldstein. “People don’t want that.”
