Washington (AP)-A proposal of the Republicans in the congress would enable the government of President Donald Trump to eliminate the tax exemption status of non-profit organizations that he supports terrorism, and the creation of writing what some non-profit organizations say is to punish financial charity organizations that do not exist with his Agenda match.

An unusual language that was added to a reconciliation law from the House Ways and Means of the Tax complaint committee on Monday would make it possible to terminate the tax exemption status of groups that the administration considers “terrorist supporting organizations”. The language reflects a draft law from the last congress that was adopted in the house but did not say goodbye to the Senate.

The definition and the criteria for determining whether or how an organization supports terrorism are unclear. The legislative template is also based on non -profit organizations in another way and reflects Trump’s complaints, which has described the tax -free status as a “privilege” that was “abused”. Trump has threatened to revoke the tax -free status for groups that do not adhere to his guidelines or agree to his views.

GOP MP Jason Smith from Missouri, chairman of the panel, said during the debate about the draft law last autumn that members of the congress “have the obligation to ensure that taxpayers do not subsidize terrorism”. Smith did not immediately answer a message that was looking for another comment on Tuesday.

This week, the Republicans of House lead to hearings for the so-called budget supply procedure in various sections of the invoice as self-imposed commemoration period in order to adopt Trump’s tax breaks and exit cuts. The committees will then combine the different sections in a massive package, which will probably contain trillion dollars of tax cuts.

The determination in this way would create a recent way to remove tax exceptions that the Internal Revenue Service for non -profit organizations is granted.

Churches and religious units, universities, private foundations, political associations and other non -profit organizations such as working groups are among those that often qualify as 501 (C) (3). There are other 501 (C) groups, including (C) (4) unions and (C) (6), including business groups. The liberation is powerful because the groups do not pay certain taxes and their donors receive a federal tax deduction.

Take care of interest groups

The way the proposal “unchecked powers” to administrative officials “to the punishment of organizations that do not match the ideology of administration”, melancholy Diane Yentel, CEO of the national council of non -profit organizations, “without proper procedure without proper procedures and without public evidence”.

The previous law was exposed to counter -reactions from different groups, warning the warning, it could be a way to punish those who contradict the administration. The recent looks like similar concerns.

“This is a five-alarm fire for non-profit organizations nationwide,” said Lia Holland, campaign and communication director at the non-profit group Fight for the Future, which is advocated online. “Any organization with goals that do not match Maga can be destroyed by Trump’s Ministry of Finance with a wink.”

Holland said that the “terribly well thought-out legislation” endangered environmental, racial equality, LGBTQ+ and other groups.

The provision is one of several in the GOP calculation that consider to be remembered for non -profit organizations and foundations, including one that would take away resources from foundations by increasing a tax on income that they earn by investing their foundations.

In addition, the legislation would request that companies give at least 1% of their taxable income to charitable purposes in order to receive a tax service. All donations under this threshold would not be deductible.

Trump’s feud with non -profit organizations

Trump previously described the tax exemption status as a “privilege”, which was “abused”, and he has already threatened to revoke him for those who do not adhere to his guidelines or agree to his views. Most recently, Harvard University, which contradicted the administration’s demands to limit activism on campus. Trump has frozen more than $ 2.2 billion in scholarships and contracts of $ 60 million to the school to end $ 450 million more and to question its tax-exempt status. Harvard has sued to stop the scholarship.

Michelle Roos, Executive Director of the Environmental Protection Network, which represents hundreds of former scientists and supervisory authorities, said “We all pay the price” last month when non -profit organizations are silenced due to politics.

For example, the move to revoke the tax-free status could promote the financing of groups that promote larger measures to promote spotless air, water and land, the municipalities that are most affected by industrial pollution, and the supporters of projects and guidelines to combat the climate change under other.

“It threatens the rights, health and future of every community,” said Roos in an explanation.

Last month, Trump said that he could address environmental groups and the citizens of Ethics Wachhik -Hunde institutions for responsibility and ethics in Washington.

Although past presidents have tried to influence and steer the IRS, the presidents cannot order the agency to carry out tax investigations according to a law adopted by the congress. The IRS can examine and withdraw the tax -free status of an organization if it does not work for charitable purposes as needed. Nevertheless, the independence of the IRS under Trump is an option.

Thomas Kelley, a professor at the University of North Carolina School of Law, generally said about the attitude of the Trump government to non -profit organizations before the legislation was presented, the Associated Press that it would no longer be deductible if donations were no longer deductible. He also said that most private foundation foundations have internal guidelines that they only give 501 (c) (3) organizations.
