Washington (AP) – Laws that aimed at, transgender women and girls nationwide from participating in school -sporting competitions for the athlete in a shared Senate than the Democrats united against a problem that the Republicans used in the elections of last year.

A test vote on the draft law could not receive the 60 votes that were necessary in the chamber when senators were recorded in a vote of 51-45 at party borders.

The legislation wanted to determine the protection of title IX “exclusively on the reproductive biology and genetics of a person at birth”. The vote came when the Republicans repeatedly occurred in the social matter and they have occupied sporting fairness for women and girls as a question of guaranteeing. Last month President Donald Trump signed an executive regulation in which federal authorities gave a wide range to ensure that companies that receive federal financing comply with Title IX in accordance with the government’s view that interpreted “sex” as a gender that was assigned to someone at birth.

Nevertheless, in the congress, the Republicans presented the reason for the legal disputes by changing the Title IX Act of 1972, which protects people from discrimination based on sexual education programs or activities.

“All over the country, we have seen men – biological men who identify themselves as women – who take rooms and medals in athletics that are intended for actual women,” said John Thune, majority leader of the Senate, Rs.d. And added: “This is a question of fairness and equality.”

The house had already adopted similar laws with only two Democrats to support, but the setback for the draft law in the Senate showed the steep rise for all laws that are aimed at LGBTQ people. The Democrats opened the legislative template both as a distraction of more urgent questions as well as the federal government’s over -control.

“What the Republicans do today is to invent a problem to arouse a cultural war and share people against each other,” said Senator Brian Schatz, D-Hawaii, in a floor speech.

Senator Tammy Baldwin, D-WIS., Said: “This is a decision for sports leaves to create the care policy, which is the best for all players what is best for all players, and not for a flat-rate mandate that will undoubtedly have unintentional consequences for the safety of all students.”

Nevertheless, the Republicans seem to be determined nationwide to press the topic. During his presidential campaign, Trump found that the topic swung beyond the usual party lines. More than half of the voters surveyed by AP VUTECAST said that the support for transgender rights in the government and society went too far.

After Trump’s executive order, the NCAA changed its participation policy for transgender athletes in order to limit the competition among women’s athletes to athletes who were assigned female at birth.

In Minnesota on Monday, the State House delivered a similar debate about an invoice supported by GOP for primary and secondary schools. Before the debate, several dozen supporters gathered on the stages of the state’s main state in St. Paul, stopped the legislative template as protection for opportunities and security for girls in sports and ensured that they had a flat field.

Democrats and LGBTQ+ right -wing activists condemned the measure as bullying.

After the failure of the Senate Bill, Kelley Robinson, the President of the Human Rights Campaign, said in a statement: “Every child should have the opportunity to experience the straightforward joy of the boy and make memories with his friends. But invoices like this send the message that transgender children do not earn the same opportunities to thrive simply because of their colleagues like their colleagues. “
