Arizona’s Democratic Attorney General Kris Mayes worked with the United Democracy Center of the United States on what some have described as a targeted effort to “get Donald Trump.” This left-leaning legal group worked with Mayes on “election integrity” strategies in 2023 and shortly thereafter advised on the criminal prosecution of supporters of Trump’s 2020 campaign.
In a letter dated May 4, 2023, States United Senior Vice President Christine Sun told Assistant Attorney General Dan Barr that her work would be provided free of charge.
She stated in her letter:
“Our work is carried out on a voluntary basis. … We welcome the opportunity to serve you and work with you.”
Barr signed an agreement with the group on May 15 last year. That contract outlined that States United would assist the Attorney General’s Office in developing legal strategies to ensure secure elections. It required the full cooperation of Mayes’ office and allowed the group to destroy certain internal materials at its discretion.
The contract provides that relevant communications, “internal administrative materials” and “research notes” – “other than those with you or opposing counsel” – may be destroyed “at our sole discretion and in accordance with our document retention policies.”

On July 27, 2023, United States sent a memo suggesting legal action against Trump supporters. The memo argued that creating alternative voter lists could be viewed as criminal. Such actions have been described as a “deliberate attempt to undermine legitimate election results” and recommended charges including conspiracy, forgery and fraud. These recommendations were later reflected in an indictment against her in April 18 Trump supportersincluding Rudy Giuliani and Mark Meadows.

States United also advised on further investigations into Trump, Giuliani, Meadows, attorney John Eastman, then-RNC Chairwoman Ronna McDaniel and election integrity advocate Cleta Mitchell, highlighting potential legal issues.
The recommendation stated:
“The coordinated effort to undermine the 2020 election results requires thorough scrutiny and accountability.”
The group’s memo referred to at least six people under direct surveillance and provided a detailed framework for possible charges. The group has a history of attempting to influence election-related policies and legal actions under the guise of promoting democracy.
One notable figure associated with this effort is Norm Eisen, a key advisor to the States United Democracy Center and a prominent advocate of progressive electoral strategies. Eisen was co-author of “The Democracy Playbook: Preventing and Reversing Democratic Backslidesa handbook that describes strategies often linked to the principles of “color revolution” tactics.
The handbook contains a section on the Orange Revolution in Ukraine. Color revolutions are often viewed as externally orchestrated efforts aimed at destabilizing sovereign governments under the guise of promoting democracy. These movements are believed to operate non-military means to effect regime change and align target countries with the strategic interests of external powers.
Eisen has a history of pushing legal and political maneuvers aimed at challenging political opponents and reshaping electoral systems. His involvement brings with it a cloud of controversy.
The States United Democracy Center’s involvement in Arizona’s legal strategies is part of a larger pattern of coordination to weaponize legal systems against political opponents. Efforts to prosecute Trump and his allies under the guise of ensuring “election integrity” demonstrate the erosion of impartial justice and the normalization of the operate of lawfare as a political weapon in America. It is a worrying trend that must end.
