Washington (AP) – A shared judge of the Court of Appeal decided on Wednesday that the Trump government can suspend or terminate billions of dollars from Congress for foreign facilitate.

The money in question includes almost 4 billion US dollars for USAID for global health programs and more than 6 billion US dollars for HIV and AIDS programs. Trump has presented foreign facilitate as wasteful expenses that do not match its foreign policy goals.

Henderson was appointed to court by Republican President George HW Bush. Katsas was nominated by Trump. Pan was nominated by the democratic President Joe Biden.
