Washington (AP) – The University of Michigan is investigating the investigation of the federal government after two Chinese scientists associated with the school were charged separately with the smuggling biological materials in the United States.
The educational department opened an investigation of the university’s foreign financing on Tuesday, citing the couple of cases that were announced in June apart from days. The “very disturbing criminal charges” arise regarding Michigan’s susceptibility to national security threats from China.
“Despite the history of the University of Michigan to downplay their weaknesses for malignant foreign influences, recent reports show that the research laboratories are still susceptible to sabotage,” said Paul Moore, chief inspection consultant of the department.
President Donald Trump has made it a priority to escalate transparency in relation to foreign gifts and contracts at US universities, especially to those associated with China. Similar studies were opened at Harvard University, the University of Pennsylvania and the University of California in Berkeley.
It is followed by the efforts of the Republicans in the congress, who have asked the universities to reduce research relationships with China and that China exploits the relationships with the stealing of technology. Michigan ended a partnership with a university in Shanghai in January, as the Republicans of the house, which she called a security risk, was under pressure.
The modern investigation requires financial records from Michigan as well as information about research collaborations with institutions outside the United States The Ministry of Education accuses Michigan of being “incomplete, inaccurate and careful” in its public disclosures in terms of financing from foreign sources.
In a statement, the UM spokesman Colleen Mastony said that the university would work with the federal investigators and take on their responsibility to adhere to the law “extremely seriously”.
“We condemn all measures that try to cause damage, to threaten national security or to undermine the critical public mission of the university,” wrote Mastony.
In June, the federal authorities received charges against a Chinese scientist and his girlfriend who worked in a laboratory of the University of Michigan after the FBI announced that they had hired their efforts to bring a toxic fungus to the United States.
Days later, the authorities arrested a Chinese scientist who arrived in the United States and was accused of sending biological material to a laboratory at the University of Michigan.
In June, the university announced a review of the protocols in connection with research security.
In a letter to the university, however, the educational department said that some school officers have downplayed the susceptibility of research collaborations with Chinese institutions. There is Ann Chih Lin, director of the University Center for Chinese Studies, who publicly said that the risk of technological theft from China is overvalued.

The federal law obliges universities to report all gifts and contracts from foreign sources of $ 250,000 or more. Most of the law was not reinforced until Trump’s first term when the educational department opened a dozen inquiries at universities that were accused of subjecting foreign money. The Biden administration has closed most of these cases, but the efforts have recently been renewed.
Many US universities recognize the need to improve research, but be careful of the treatment of Chinese scientists with hostility and suspicion. They said that only petite numbers were involved in spy.
Last year, the House Republicans showed a report that hundreds of millions of dollars went into research work, which ultimately increased Chinese advances in artificial intelligence, semiconductor technology and nuclear weapons.
China is the second largest country of origin for foreign students in the USA, only behind India. In the academic year 2023-24, more than 270,000 international students came from China and were about a quarter of all foreign students in the United States.
